Program Information
The Community Services division is largely funded by the Community Services Block Grant (CSBG). While Federal Assurances must be met, SEICAA’s Community Services program is unique in that the Community Action Plan can be designed to fit the needs of each low-income community SEICAA serves. SEICAA provides services with physical office locations in Bannock County, Bear Lake County, Bingham County, Caribou County, and Power County. The Agency further provides services remotely from its headquarters to Franklin County and Oneida County. Though the Community Action Plan differs from county to county, the services listed below are available in all seven counties.

Information, Referral & Advocacy Programs

Information and Referral services are available to help participants find various community resources not offered by SEICAA. Agency personnel search for the best resources, making phone and/or written contacts to link participants with adequate services.

Food and Nutrition Programs

SEICAA strives to provide nutrition education and emergency food assistance for low-income citizens in southeastern Idaho. Food boxes may be prepared from stores in Bear Lake County, Bingham County, Caribou County, and Power County, pending availability.

Fuel Funds

SEICAA administers a variety of fuel funds in southeastern Idaho.  These funds range from utility customer donations to corporate giving to funds generated from community/agency fundraisers. Fuel funds are distributed on a case-by-case basis. Program guidelines apply.

Low Income Home Energy Assistance Program (LIHEAP)

Commonly referred to as “energy assistance,” LIHEAP assists low income households with home energy and fuel costs. Each year, LIHEAP provides a one-time payment on behalf of qualified households. Forms of assistance available include financial assistance towards energy and heating costs and emergency assistance if a household’s energy or heating service is shut off or at risk to be shut off. While dependent on the amount of funding available, the program is typically available between November and March. Crisis funding may be available outside of this time period. Participants who apply for and are found eligible for LIHEAP assistance may be eligible for LIHWAP and SEICAA’s Weatherization Assistance Program.

Low Income Household Water Assistance Program (LIHWAP)

Commonly referred to as “water assistance,” LIHWAP is a new program that assists low-income households with water and wastewater costs. Each year, LIHWAP provides a one-time payment on behalf of qualified households. The program provides relief to:

  • Customers whose water and wastewater services have already been disconnected;
  • Customers who have received shut off notices and customers with past due balances on their water and
    wastewater bills;
  • Customers whose water and wastewater bills are current with no past due balances.

Program availability is dependent on the amount of funding available. Participants who apply for and are found eligible for LIHWAP assistance may be eligible for LIHEAP and SEICAA’s Weatherization Assistance Program.

Personal Hygiene Products

Personal hygiene products in the form of soap, shampoo, deodorant, shaving supplies, dental care items, and feminine hygiene products are available to income-eligible participants. The products are received through community donations and small grants and are distributed on a limited basis.

School Supplies and Fees Assistance

School supplies are available to income-eligible participants. The supplies are received through community donations and are distributed on a limited basis.

Working Closet

The working closet contains clothing items appropriate for the work force.  This is available to income-eligible participants working towards getting back into the workforce.  The clothing and supplies are received through community donations and are distributed on a limited basis.
